What is a law label?

A law label is a tag attached to a product that provides consumers information such as product content (both filling materials and percentage) and manufacture information. It also specifies that “UNDER PENALTY OF LAW THIS TAG NOT TO BE REMOVED EXCEPT BY CONSUMER.” when used for bedding and furniture. By providing information about the product, law labels are intended to protect consumers from unknowingly purchasing a second-hand product or one that contains unsafe or unsanitary fillings.

What types of products require labeling?

Products such as bed pillows, decorative pillows, bulk stuffing materials, mattresses, futons, upholstered furniture pieces, and mattress pads typically need law labels. There are also stuffed toy label laws, but they may vary among states.

How should a label be attached?

If a law label is required, it needs to be “securely” attached to the product, i.e. they cannot be easily removed.

Can a law label be combined with a flammability label?

A law label may NOT be combined with another label. However, it is acceptable to have a bold black line between a law label and California flammability label, printed alongside to show as two separate labels.

Does every state have labeling requirements?

No. Not all states have law labeling requirements (product scope may vary from state to state). For that reason, if a covered product is offered for sale in the US, it should probably bear a law label.

If I sell in multiple states that require law labeling, do I need multiple labels?

Only one label (with one registration number) is required. However, for those states that require registration, the one registration number on the label needs to be recognized by all jurisdictions and registered within the other states with labeling requirements.

What is a uniform registration number?

The Uniform Registration Number (URN) is assigned by one state, and exists for the facility in which a given product is manufactured. The prefix of that registration number indicates which state issued the number. The suffix of the registration number indicates the location (either state or foreign country) in which the facility that actually manufactured the product is located.

What is an RN number?

A registration number is a registered identification number issued by the Federal Trade Commission. This number is used to identify US businesses and is defined under the Textile Fiber Products Identification Act. This number should not be confused with a Uniform Registration Number (URN) and cannot be used as such.

Can I use one registration number for the same product produced by two factories or facilities?

Each manufacturing facility requires its own URN number. This is intended for traceability back to the origin of a given product in case of a problem or need for a possible recall.
